When something is featured from the backend does this still follow the "restrict make featured" day limit?

No. It makes it featured for one year.

OK so if I wanted to make something featured for 100 years, I should do feature it from the front end and set the "restrict make featured" for 36500 days. Would that be the best way to do it?

On the other hand if I left this field blank would it be featured forever? How does Cobalt treat this if it is left blank?

I see if nothing is entered Cobalt re-enters 30 days. So must enter a day limit.

It is most convinient way. Although if you ahve special fields on the article edit form, you may set featured to yes and featured expires to any custom date you want.

If you do not have those fields in the form, check form template parameter so that those fields are not hidden.
