No effect of this setting, It always follows "Primary Order" setting,

Suggestion: Why not removing this parameter, since it has no effect, then moving the parameter "Show records at section homepage" up before "Records Mode" (or better rename it to "Category Records Mode") and shorten it to "Show records at section"

The order works based on session. It means that once you opened section, changing of this parameter will not have an effect. It is applied on very first time user open section. Then it use session parameter until you explicitly change ordering.

I think that Section Hove parameter group still make sense. Because usually people need different ordering. For example in section home just show most popular but in category show most recent.

I also think that section home will slowly evolve in to section dashboard with will show different records lists, statistics categories and more. May be most popular authors list or something like this.
