Is it possible in Cobalt to get Thumbnail image so that it is in the whole mobile screen ?

Hello zerevans, Cobalt and its default templates make use of "Bootstrap v2". The Bootstrap version build into Joomla core. So, everything should be responsive. (except for specific table-based parts and outputs)

Did you see the Cobalt demo page? Try the Gallery demo...
