want to have cetegory to which user can follow and see new updates but can't not post there just like a single large wall of records posted by admin and only seen/follow by users no need to have there own wall etc. how can i do that

I would suggest to follow the quick start article in documentation. Basically, it describes the basic setup and mentions also the submission restrictions you are looking for.

Try this first, get an overview and don't hesitate to post your questions...

In section parameters, events tab, make sure category and section follow is on and user follow is off. Then when user open section of category, he will see buton in top right corner to follow all section or category.
