Is there a way for me to define submission form values in the url used to to access the submission form? In the case I'm looking at, I want to supply a url to a user that has a certain field in the form set to a specific value that is not normally set as the default value. Normally I could just use the field name and value in the url but that doesn't seem to work in Cobalt.

Yes, field names and values will not work in URL of Cobalt form. Same way it will not work on the core Joomla articles form. Because Joomla use states to populate data.

So the answer to your question - you cannot do it through URL directly. What you can do is custom form template and there you can afect fields before they are rendered through modification of state or field values.
