Cobolt 8.477 with Joomla protostar template. See image below.

How can I fix this so it stays within the side column?

In fact it is Joomla CSS that does it. It assign to ALL SELECT elements fixed width. No matter what was idea of developer.

I think you need to custom edit your CSS file and set different width for selects in module position.
