Moderator menu access problems

I have added menu "Moderators" in my user menu and somehow only I as global moderator can access it. How can I make so that other users can add moderators as well? I added new moderators and checked "Allow create moderators" but when I try to access Moderator menu it gives me "no permission" warning.

Црфе is you access level for Moderators menu in Joomla? I think is have to be registered. And CObalt well check the rest.

Access level is custom, but I changed it to Registered and issue is still here.

But anyway, they can still acces it from My menu.

OK, now when I want to add Moderator and I click on Select to select user and when I type in something to input and click search I get Error: You do not have permission to view this page.

I have it on my local machine at the moment. Are there any parameters in section or type that can affect this?

May be something affecting but I do not know what. Because on all machine here it is working.
