Hey, I would like to place comments and reviews in my records but I'm stuck. This is example of what I need.

How to achieve this? Must I create another section besides my main record section to handle comments? Can I submit comment directly on record page or am I redirected (to comment section)? What to select in Comments provider in Edit type?

You cannot display comments in articles list view.

Unfortunately you cannot have that, there. I cannot explain why becuse it is complicated. But ordering options are submitted to special URL there ordering state is set and then redirected. It is not designed to be submited from article full view. It will always redirect to reviews list view.

I'm sure I already asked this but can not find it.

In Cobalt Types as Comments I would like to display all multiple rating options. I tried and it worked with $rating['multi'] but I want to know if I can do this so template from rating will be displayed.

You mean template with pictures or multiple properties rating template?

Rating API return $result['multi'] with is array multiproperties. You can manually show it's ratings.
