I'm looking to have a 3 tier membership system. The levels aren't based on length of time, but aimed at their level of their career.

I.e before university, student, qualified. That would be my 3 plans.

Each plans gives the user different exclusive content based on the stage of the plan.

So if I had a user subscribe on a 'before university plan', they were on this plan for 4 months and have now got a place at university. They want to upgrade their plan to 'student' to get the different content.

Can they do this? Can you offer discounts for going from one plan (to a more exspensive one)?

This is complicated. The answer is Yes and no.

Yes because you can set Cross plan discouts. Other words to say that If you have plan A subtract it's price when you purchse plan B. And it works perfectly fine.

But it does not calculate the length. For example you have 1 year plans. And you purchase plan b 2 days before plan a expired (this means you had used it aout) the price will be the same as if you purchase it after 2 days plan A was purchased.

But again this might not be a problem if you have non-periodic subscription types. For example not like 1 year subscrtiption but till the end of the year. It means 12 month subscription at the begining and only 1 month if purchase in December.

What I want to say that Emerald will allow you to setup plans wery flexible. But there re so many other parameters involved that may affect behaviour.

I would recomend you to investigate it on demo server.
