Error 500 on loading fields parameters

Hi, I made a new install by twice and I still have same error when I want to see parameters in type's field.

I mean on : type / fields / icon params right up corner

Is there a way to fix this ?

Thanks but if you go to : index.php?option=com_cobalt&view=fields&filter_type=1

You can see that "options" (not parameters ! sorry) give me a 500 error => XML file did not load
