hello i am trying to upload short video in mp4 with video field but loading bar is always 34% and do not progress any idea why please thank you

You have to check that all folders have permissions.

uploads, tmp, cache, administrator/cache

Also that you have latest version of Cobalt and media library.

Also check if other fields with upload functionality works. For example gallery.
