is a cronjob needed for email notifications?

I can't find any info about this in forum or knowledgebase

I am asking because I set up email notifications for one administrator, but when I publisha new record no notification is being sent.

I do see notifications correctly on the site, but no mail is being sent

here are my settings

I created new user "level manager - group special"

I setup events parameters for the section as follows

I logged in in frontend with this user and set his notification preferences as follow

I logged out, I published a record as public user, the record was published correctly

the manager user did not receive any email, but he can see notification for "new record" on the site normally
