issue with Cobalt type as comment and also can i use multiple ratings inside comments?

You mean multiple property rating? Yes. Just enable it in type which serves as discussions/comments

I am using Cobalt Type as comments, however if i select section and type and then save , then it does not get saved. And also on frontend when i click the button start new discussion, then it is throwing error saying no permission.

This is strange. Could you give me backend access I can check what is wrong.
