It is true public is there. But this parameter uses standard Joomla ACCESSLEVEL field element with automatically fetch public in to the list. There is no way to take it out.
But of course if you set public it would equal to No one.
The parameter in TYPE :"Who can favorite" allows "Public".
Is it supposed to work for public??
Btw, for consistency, ii would suggest to rename it to "bookmark", since everywhere else you refer to it as Bookmarks and not Favorites.
