Make rating required

Hello Sergey,

I`m having a problem, using cobalt types as comments for reviews, and most of people that leave a review they just enter their review but seams they forget also to rate also, so can add an option that should make the multirating required when they submit a review ? otherwise there's useless to get a review without a rating on it :(
