Combine two fields dynamically

Let's say I have a type with a "Date"-field and an "Upload"-field.

If I wanted to do a menu item that displays this:

For type XY show all records where no file is attached and the date was 14 days ago.

Is there any way to do this?

It is complicated but very possible.

Lets call it pre-filtered link. It is too difficult to explain in single answer. I'll create article in Community Knowledge later today :) Check it.
