I want to allow my website user to edit tags for every article on frontend website and the articles are not generated by them,just like Drupal CCK,can be created some fields on frontend pages for user to some info into database.you know,UGC tags can make the articles which are suggested great exact:) can i use cobalt7 get the Funktion?

There is parameter in Cobalt Who can add tags and Who can delete tags. If you set public then here we go. Any one is going to be able to add or delete tags.

But Cobalt will not integrate with third party tagging extension.

BTW, is it possible to offer just "pre-defined" tags to the users? More or less like the the auto-complete field. But fed by the usual tags and tags backend manager.
