Manual addition of user to plan results in errors

After updating to the latest version manually adding a user to a plan results in these two error messages:

This plan is not accessible for this user.

Error

Something went wrong while creating this Affiliate Account. Please contact the site Administrator.

The user is a registered user, and the user account is activated. I haven't changed any other settings, and this functionality used to work.
