Does anyone know of a way to add a moderator via php?

Create moderator manually with permissions you need. Then go to js_res_moderator table and see what was created. That is all. You have to create same record in this table.

Sounds good. I didn't think there was an api method for this. Thanks Sergey. I'll follow your suggestion
