Can not see Comment Rating button

I was not able to replicate it.

Please check that Who can rate comments parameter gives current user enough rights or you are not the same user. Please try to open it in other browser with other user logged in. it may protection from users being able to rate their own comments. And this is public one.

Another thing if you already voted it, it will not allow you to vote again even if you logged in as different user.
