I am not sure. May be tmp folder is not writable?

You were right Sergey,

It was marked as Read Only, but I can create a file (text file) in tmp folder, and I also can install other C7 update without error.

Sergey,

It looks like my w7 user profile got corrupted, it cause the folder marked as Read Only. I can install the upgrade now.

But I have another problem,

I'm trying to make a language translation for Site by copying emerald and cobalt language file, and put it on /language/id-ID folder, the emerald translation was working well, but cobalt didn't work well.

Actually the translation is working, but when I try to open the content it said:

"Section sedang offline" which mean "Section is offline",

The string attached to this message is CERR_SECTIONUNPUB=

I've translate it manually, and already went through line by line and compare with the orginal cobalt language file, and couldn't find any error.

Do you know what is the problem?

It is hard to say. Perhaps you have forgotten " at the end of the line or places ; at the end or anything else. If you want to make Cobalt translation I suggest you to join

https://www.transifex.com/projects/p/cobalt-8/

And translate it there. Then you can download file for use and it will be perfect and will work fine.
