Update - Cobalt v.8.289 Stable

Urgent Cobalt 8.279 update. Fixed report on VEL.

The problem was that Cobalt create some folder with 777 permissions JFolder::create($path, 0777).

This update does not fixes folders that already was created with 77 rights. Please reset all folders to 755 in you uploads directory.
